NSD reload

Hi Josh,

NSD 3.0.x can secondary, with notify/ixfr it can reload existing zones 
without restart of the daemon.
Adding a new zone requires a full restart, with a modified config file.

I note this is a oft-requested feature (adding new zones without a restart).
